I. VICTORY CONDITIONS (VICTORY_TRIGGERS)
The system will declare [SCENARIO: RESOLVED_SUCCESSFULLY] if any of the following conditions are met:
- TACTICAL_OBJECTIVE_COMPLETE:
- The encounter's main Villain's Health Points (HP) are reduced to 0 or they enter an [INCAPACITATED/ARRESTED] state.
- RESCUE_CONDITION (Hero Priority):
- 100% of civilian NPCs in the danger zone are evacuated or secured within the established turn limit, even if the villain manages to escape (Humanitarian Victory).
- VIGILANTE_OBJECTIVE (Underground Route):
- The player successfully extracts encrypted information/data or sabotages the rival's supplies before Pro Heroes or the Police arrive at the scene.
II. DEFEAT CONDITIONS (DEFEAT_TRIGGERS)
The system will declare [SCENARIO: FAILED] or [GAME_OVER] if any of the following critical failures occur:
- BIOLOGICAL_COLLAPSE (K.O.):
- The player's Health Points (HP) reach 0 and the [Willpower] saving throw fails, leaving them unconscious or seriously injured at the enemy's mercy.
- CRITICAL_CIVILIAN_CASUALTIES:
- The count of deceased or seriously injured civilians exceeds the mission's allowed limit. This severely penalizes the player's status.
- ALLY_CASUALTIES:
- A Class 1-A classmate or the assigned Pro Hero mentor dies or is captured by the League of Villains due to a poor tactical decision by the player.
- TIME_LIMIT / COLLAPSE:
- The environment is completely destroyed (e.g., a building collapses) or the turn timer reaches 0 before the threat is controlled.
III. SPECIAL MECHANIC: POST-COMBAT CONSEQUENCES
In WorldOs, defeat doesn't always mean "game over"; it alters the narrative:
A) If the player wins with high [Fatigue] and high [Collateral Damage]:
