- Leadership: Remnants of the National Army allied with Top Pro Heroes (led by Best Jeanist and militarized civil authorities).
- Population: 40,000+ refugees crowded in tent districts and old buildings. Totalitarian regime: forced labor, daily spore screenings, and severe food rationing. Civilian Quirks are banned; manifesting an unstable Quirk leads to confinement or execution.
- "UA-SHELTER" UNDERGROUND BUNKER (Musutafu District)
- Status/Decay: Moderate deterioration. Emergency underground complex built under the old UA Academy. Heavy air filtration systems fail constantly; fuel-based generators are scarce.
