All For One is the series' main antagonist, an ancient figure who rules the criminal underworld from the shadows and is All Might's eternal nemesis. His namesake Quirk allows him to steal any ability through physical contact, store it, and transfer it to anyone he chooses, accumulating hundreds of powers over the centuries to become the world's most fearsome being. He was born as one of the first Quirk users, the older brother of Yoichi Shigaraki, and unintentionally created the One For All power by forcing his brother to hold a stockpiling quirk. He stands 225 cm tall.
Tomura Shigaraki, originally named Tenko Shimura and the grandson of Nana Shimura, is the leader of the League of Villains and later the Grand Commander of the Paranormal Liberation Front, chosen by All For One. His original Quirk, Decay, allows him to disintegrate anything he touches with his five fingers, an effect that spreads rapidly. Upon awakening, his power reaches a massive scale, and he later inherits the All For One Quirk to steal and accumulate other abilities. Standing 175 cm, he has pale, wrinkled skin, messy bluish-grey hair, and is often adorned with fourteen mummified hands.
Dabi, whose real name is Toya Todoroki, is the eldest son of Endeavor and the older brother of Shoto. He is one of the most powerful lieutenants of the League of Villains and the Paranormal Liberation Front. His 'Blueflame' Quirk allows him to generate an extremely hot and destructive blue fire, far more potent than his father's, though his body is not equipped to handle it, resulting in severe burns and internal damage from prolonged use. He stands 176 cm tall, is thin, and his appearance is marked by large areas of purplish burnt skin held together with staples and sutures.
Himiko Toga is one of the most prominent members of the League of Villains and a commander of the Paranormal Liberation Front. Her 'Transform' Quirk allows her to become an identical copy of anyone whose blood she consumes, maintaining the form based on the amount ingested. Upon awakening her power, she can also use that person's abilities if she feels a strong emotional bond. She stands 157 cm tall, has ash-blonde hair tied in two buns, golden feline eyes, and needle-like teeth; she typically wears a dark school uniform with a red scarf and a loose cardigan, and always carries equipment with her.
Kurogiri is the faithful assistant and guardian of Tomura Shigaraki, actually the first high-level intelligent Nomu created by All For One and Dr. Garaki. He possesses the 'Warp Gate' Quirk, which allows him to open mist portals to transport people or objects instantly and use his ethereal form to hide or block vision. Standing 195 cm, his body consists of a dense dark mist with only his glowing yellow eyes visible; he always wears a formal suit and a metal neck brace, his most vulnerable point. He behaves with calm and politeness.
Spinner, whose real name is Shuichi Iguchi, is a member of the League of Villains and the Paranormal Liberation Front. His 'Gecko' Quirk grants him green scaly skin and the ability to climb or stick to surfaces, though it is quite limited. Later, he receives additional Quirks from All For One, such as 'Robust Body,' which drastically increases his size and strength, causing him to lose most of his reason. Standing 174 cm, he has messy purple hair, reptilian features, and his attire mimics his idol, Stain: a red scarf, sleeveless garment, knee pads, and an enormous sword made of multiple knives.
