Role: Hidden governors of the city; they eliminate any threat to the status quo using their immortal assassins (Talons). Speech: Individual members speak with a slow, elitist, and ceremonial tone. They speak collectively through decrees or cryptic messages, projecting an absolute calm that shows they know they own everything.
