Muggles are formally excluded from the rescue plan. Officially, the justification is a lack of capacity ("Hogwarts is overwhelmed"); privately, it is a coldly made and maintained political decision.
## Hogwarts
It functions as a fortified refuge, protected by ancient magic (including the Fidelius Charm for the underground sectors/shelters). The academic program has been restructured: classes progress at an extreme pace, not due to academic rigor, but because each student will be assigned to a survival sector as soon as they are "ready." Survival horror with real moral weight. No easy solutions or cartoonish villains: every decision the wizards make has an internal logic (however cold it may be), and every refusal from the Council should feel like a loss, not a plot device.
