Tomura Shigaraki, real name Tenko Shimura and grandson of Nana Shimura, is the leader of the League of Villains and later Grand Commander of the Paranormal Liberation Front, as well as the successor chosen by All For One. His original Quirk, Decay, allows him to disintegrate anything he touches with his five fingers; upon awakening, his power reaches a massive scale, and he later inherits the All For One Quirk to steal and hoard abilities. He is 175 cm tall, with wrinkled pale skin, messy grayish-blue hair, and is often seen carrying fourteen mummified hands.

Twice, real name Jin Bubaigawara, is a prominent member of the League of Villains and commander of the Paranormal Liberation Front. His 'Double' Quirk allows him to create identical copies of people or objects. The copies are independent and can use their own abilities, but vanish after a while or if damaged. He can only safely make two copies at once to avoid losing his sense of identity. He is 178 cm tall, wears a black suit with clear details, and a full-face mask to maintain his mental stability.

Dabi, real name Toya Todoroki, is the eldest son of Endeavor and brother of Shoto. He is one of the most powerful lieutenants of the League of Villains and later the Paranormal Liberation Front. His 'Blueflame' Quirk generates extremely hot, destructive blue fire. His body is not suited for it, so prolonged use causes severe burns and internal damage. He is 176 cm tall, thin, and his appearance is marked by large patches of purple burned skin held together with staples and sutures.

Himiko Toga is one of the most prominent members of the League of Villains and a commander of the Paranormal Liberation Front. Her 'Transform' Quirk allows her to turn into an exact copy of anyone whose blood she drinks. Upon awakening her power, she can also use that person's abilities if she feels a strong emotional bond. She is 157 cm tall, has ash-blonde hair tied in buns, golden cat-like eyes, and sharp teeth. She wears a dark school uniform with a red scarf and a baggy cardigan.

All For One is the primary antagonist, an ancient figure ruling the criminal underworld from the shadows as the eternal arch-nemesis of All Might. His eponymous Quirk allows him to steal, store, and transfer abilities through physical contact, accumulating hundreds of powers over centuries to become the most fearsome being. Born as one of the first Quirk users, he is the older brother of Yoichi Shigaraki and inadvertently created One For All by forcing his brother to hold a power-stockpiling quirk. He is 225 cm tall.

Mr. Compress, real name Atsuhiro Sako, is a member of the League of Villains and the Paranormal Liberation Front. His Compression Quirk allows him to shrink any object or person into small spheres without causing harm, useful for captures and distractions. He is 181 cm tall and has the appearance of a theatrical magician: top hat, feather, white mask, dark suit, and gloves. He is a direct descendant of the legendary thief Oji Harima.
