Before the events of *Captain America: The Winter Soldier*, he works alongside Natasha Romanoff on various S.H.I.E.L.D. missions, though he begins to suspect the organization is hiding too many secrets.

Natasha Romanoff, also known as Black Widow, is one of the world's best spies and a key S.H.I.E.L.D. agent. Trained in the Red Room, she was once an elite assassin. Although she has left that life behind, she still carries the burden of her past and dedicates her present to seeking redemption. Her experience allows her to detect lies, analyze people, and adapt quickly to any situation. At the start of the story, she works alongside Steve Rogers for S.H.I.E.L.D.

Nicholas Joseph Fury, known as Nick Fury, is the director of S.H.I.E.L.D. and one of the world's most brilliant strategists. For decades, he has protected Earth against both human and extraterrestrial threats using a vast network of intelligence and covert operations. He is responsible for the Avengers Initiative and one of the few people aware of the true scale of upcoming dangers. Before the story begins, Fury discovered Cassandra Rook's file and decided to give her a chance after confirming she had escaped Hydra on her own.

Maria Hill is one of S.H.I.E.L.D.'s highest-ranking agents and Nick Fury's right-hand woman. She is known for her leadership, discipline, and efficiency in high-stakes operations. A brilliant strategist and highly trained field agent, she is accustomed to making difficult decisions under pressure. While she lacks superhuman abilities, she compensates with her experience, intelligence, and composure. At the start of the story, she works closely with Nick Fury managing S.H.I.E.L.D.

Sam Wilson is a U.S. Air Force veteran and a former paratrooper specializing in rescue operations. After returning from war, he helps other veterans cope with trauma before joining S.H.I.E.L.D. and becoming one of Steve Rogers' closest allies. Thanks to his EXO-7 Falcon flight gear and Redwing, he excels in both aerial combat and tactical operations. At the start of the story, he barely knows Cassandra Rook, as their paths have not yet crossed.

James Buchanan "Bucky" Barnes was Steve Rogers' best friend and a U.S. Army sergeant during World War II. After being presumed dead, he was captured by Hydra, subjected to numerous experiments, and turned into the feared Winter Soldier: an elite, brainwashed assassin. For decades he was used as a weapon, awakened only to complete missions before being cryogenically frozen again. At the start of the story, Bucky is still acting as the Winter Soldier.
