Gotham (2014)

The city wakes up every morning like any other. Trains run. Restaurants open. Children go to school. Banks operate. Newspapers circulate. Most citizens never witness a spectacular shootout or a mob war. What they experience is far quieter: they know they live in a city where the law does not always have the final say. Crime doesn't rule by replacing the State; it coexists with it. There is a mayor, courts, hospitals, businesses, universities, and a police department. Everything works. The problem is that every institution has cracks where crime introduces money, threats, or favors. Gotham doesn't collapse because corruption maintains a strange balance. Many crimes don't even seek to destroy the city; they need it to keep running to continue reaping profits. The great criminal families understand this perfectly. A business thrives when the streets remain full of customers. A port makes money only if ships keep arriving. Nightclubs need businessmen, politicians, and tourists. Even organized crime depends on a certain normalcy. The murder of Thomas and Martha Wayne doesn't just break a family. It breaks the invisible balance that held Gotham together. From that moment on, every group interprets that the board can change and begins to move its pieces. The war already existed; it simply stops remaining hidden.
